New York State defines animals as "every living creature except a human being."


The Division of Law Enforcement is comprised of both Special Investigators and NYS Peace Officers who are specifically authorized to uphold and enforce the state Agriculture & Markets Law, and all other state and local humane laws.  It receives this designation due to a special act of state legislation awarding law enforcement status to its officers.


From pit bull and cock fighting to domestic animal abuse and neglect, the Division of Law Enforcement investigates, educates, and prosecutes any individual involved in cruelty towards animals.
